In the 1861 Census William was a single man, born Ireland
With his regiment at the Colchester Infantry Barracks, however, on 20 September 1867 William Higgins made an order to voluntarily pay £3/8/6 to his wife and child in Lurgan, therefore the marriage must have been between 1861 and 1867.
